This is also a by-pass. It offers an alternative route that will avoid the city centre of Georgetown. It will link Persiaran Gurney (Gurney Drive) which is popular with locals and tourist with Lebuhraya Tun Dr. Lim Chong Eu, which is connected to both bridges to Seberang Perai. It is on a relatively flat area. The alignment passes through urban areas, of which double deck underground tunnel and double deck elevated road will be built.

The tunnel is necessary to avoid dense area. Once this road is ready the traffic will be able to avoid the congested Central Business District. It will also ease the heavy traffic along Pengkalan Weld.

This by-pass has three (3) strategic interchanges:

  1. Persiaran Gurney

  2. Jalan Anson

  3. Lebuhraya Tun Dr. Lim Chong Eu

Benefits that can be derived from this new road

  1. Reduce travelling time from the present 25 minutes to 5 minutes.

  2. Provide direct access to Seri Tanjung Pinang Phase 2 and the planned third link, the Undersea Tunnel.

Impact  without this new road

  1. Roads in the city center of George Town and its conurbations has reached high traffic congestion levels between D (Jalan Sultan Ahmad Shah) and F for almost all roads at the city center. It is projected that most of the roads would have level of services of F between 2015 and 2020 and beyond.

  2. Longer traveling time and cost. Estimated travel cost from travel delays will deteriorate from RM12 per hour in 2014 to RM15 per hour in 2020.

  3. Increase economic loss and less public savings due to increase of fuel cost, longer traveling time, less effective-time spend with families. Furthermore, additional time loss from traffic congestion to employers and extra cost for parking.
