THE NORTH COASTAL PAIRED ROAD

Project Objectives

 

The objectives of the project are to:-

  1. provide a solution to congestion at several major roads, critical intersections and adjoining streets;

  2. improve connectivity, meet travel demands and enable public transport to perform more efficient; and

  3. mitigate traffic impacts from new developments and sustain existing growth centres to propel Penang well into present century.

Feasibility Study

Feasibility Study, which encompasses impacts on social, environmental and traffic were carried out during the preliminary stage of the project.

The Feasibility Study was conducted to address the viability of the project to meet the above objectives, particularly to investigate and provide viable recommendations in overcoming potential issues, complications and difficulties in the implementation of the project.

Generally, the Feasibility Study covered land use, socio economic study, traffic and transportation study, environmental assessment, social impact assessment, preliminary engineering design, construction cost estimation, economic evaluation, etc.

The Feasibility Study addresses the viability of the project, including the recommendations, feasible options and solutions and cost estimates for any deficiencies and issues identified.

Selection Criteria for Road Alignment

The criteria for the selection of the preferred alignment of the roads was based on the following dimensions:-

  • Economic Viability

    • Quantification of return on investment by determining and comparing the costs and benefits of the options​

  • Traffic Study

    • Assist in the road flow design based on present and forecast traffic volume​

  • Environmental Impact Assessment

    • Impact on environment and sensitive receptors​

  • Social Impact Assessment

    • Identify the impacts on individuals and group of individual that may be affected by the construction and operation of the project

  • Costing

    • Cost estimate to construct the project based on preliminary design​
